I hate to be the one to tell you, but this is a valve from a Septic Tank Effluent Pump system, (STEP). It is labeled UP, as in STEP UP, so you know which way the shit is flowing. If it said, STEP DOWN, well you get the idea....
Isn't it one of those telescope/binocular things.. you know what i mean.. the things that you drop a quater into and it lets you look at like.. the grand canyon or New York City for a minute. right?
